Multilateral Environmental Agreements
- Convention on Biological Diversity
The Convention on Biological Diversity (CBD) entered into force on 29 December 1993. It has 3 main objectives:
- The conservation of biological diversity
- The sustainable use of the components of biological diversity
- The fair and equitable sharing of the benefits arising out of the utilization of genetic resources
- Department of Agriculture - Bureau of Agricultural Research
The Bureau of Agricultural Research (BAR) was created by virtue of Executive Order (EO) 116 signed in 1987. It was mandated to "ensure that agricultural researches are coordinated and undertaken for maximum utility to agriculture." The EO requires the Bureau to tap farmers, farmers' organizations, and research institutions, including state universities and colleges (SUCs), in the conduct of research for use by the Department of Agriculture (DA) and its clientele.
- Department of Agriculture - Bureau of Fisheries and Aquatic Resources
The Bureau of Fisheries and Aquatic Resources (BFAR) is the government agency responsible for the development, improvement, management and conservation of the country's fisheries and aquatic resources. It was reconstituted as a line bureau by virtue of Republic Act No. 8550 (Philippine Fisheries Code of 1998).
- Department of Agriculture - Bureau of Soils and Water Management
The Bureau of Soils and Water Management (BSWM), as mandated by Executive Order No. 116, is a staff agency under the Department of Agriculture. Under the new AGRICULTURE AND FISHERIES MODERNIZATION ACT or AFMA (Republic Act 8435), the Department of Agriculture through the BSWM is mandated to identify Strategic Agriculture and Fisheries Development Zones (SAFDZ), within the Network of Protected Areas of Agricultural and Agro-Industrial Development (NPAAAD) in consultation with concerned agencies.
- Department of Agriculture - National Fisheries Research and Development Institute
The NFRDI was created under Secs. 82,83, 84, 85 of Republic Act 8550 otherwise known as the Philippine Fisheries Code of 1998.
In 1999, the NFRDI operationalization was formally started by virtue of Department of Agriculture (DA) Administrative Order No. 25 "Operationalization of the National Fisheries Research and Development Institute (NFRDI)" signed by then Secretary Edgardo J. Angara. In the same year, by virtue of DA Special Order 400, the Interim Governing Board of the NFRDI was formally created chaired by then DA Undersecretary for Fisheries, Cesar M. Drilon, Jr.
- Department of Environment and Natural Resources - Forest Management Bureau
The Forest Management Bureau of the Department of Environment and Natural Resources provides support for the effective protection, development, occupancy management, and conservation of forest lands and watersheds. It collaborates with international and local development organizations in several forestry development programs.
- Department of Environment and Natural Resources - Laguna Lake Development Authority
The Laguna Lake Development Authority was established in 1966 as a quasi-government agency that leads, promotes, and accelerates sustainable development in the Laguna de Bay Region. Regulatory and law-enforcement functions are carried out with provisions on environmental management, particularly on water quality monitoring, conservation of natural resources, and community-based natural resource management.

- Department of Science and Technology - National Committee on Biosafety of the Philippines
The National Committee on Biosafety of the Philippines (NCBP) was created by Executive Order No. 430 on 15 October 1990 and strengthened on 17 March 2006 through Executive Order No. 514. The NCBP shall be the lead body to coordinate and harmonize inter-agency and multi-sector efforts to develop biosafety policies in the country and set scientific, technical and procedural standards on actions by agencies and other sectors to promote biosafety in the Philippines.
- Department of Science and Technology - Philippine Council for Agriculture, Forestry and Natural Resources Research and Development
Established in 1972, PCARRD, a sectoral council of the Department of Science and Technology, is the apex organization of the Philippine national agricultural research system. Certified since 2003 as complying with the ISO 9001:2000 standards in terms of its quality management system, PCARRD plays a significant role in fostering science and technology (S&T)-based economic development through natural resource utilization and management. For over three decades now, it has been providing a unified and focused direction for national research and development (R&D) efforts in agriculture, forestry, and natural resources (AFNR).
- Department of Science and Technology - Philippine Council for Aquatic and Marine Research and Development
The reorganization of the National Science and Technology Authority (NSTA) into the Department of Science and Technology (DOST) by virtue of Executive Order No. 128 marked the beginning of the Philippine Council for Aquatic and Marine Research and Development.
In January 1988, PCAMRD became operational as one of the sectoral planning councils of the DOST. Its primary task is to provide central direction for the country's aquatic and marine resources R&D.
- Department of Science and Technology - Philippine Institute of Traditional and Alternative Health Care
The approval of Republic Act 8423 (R.A. 8423), otherwise known as the Traditional and Alternative Medicine Act (TAMA) of 1997, gave rise to the creation of the Philippine Institute of Traditional and Alternative Health Care (PITAHC), a government owned and controlled corporation (GOCC) attached to the DOH, to answer the present needs of the people on health care through the provision and delivery of traditional and alternative health care (TAHC) products, services and technologies that have been proven safe, effective and affordable.
- National Economic and Development Authority
The National Economic and Development Authority (NEDA), as mandated by the Philippine Constitution, is the country’s independent economic development and planning agency. It is headed by the President as chairman of the NEDA board, with the Secretary of Socio-Economic Planning, concurrently NEDA Director-General, as vice-chairman. Several Cabinet members, the Central Bank Governor, ARMM and ULAP are likewise members of the NEDA Board.
- National Museum of the Philippines
The National Museum has a three-dimensional goal covering diverse of fields of knowledge through various educational, scientific and cultural activities. As an educational institution, the National Museum disseminates scientific and technical knowledge in more understandable and practical forms through lectures, exhibitions, interviews and publications for students and the general public.
- ASEAN Centre for Biodiversity
The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence that facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional and international organizations on the Conservation and Sustainable use of biological diversity, guided by fair and equitable sharing of benefits arising from the use of such biodiversity.
- Birdlife International
Birdlife International is a global Partnership of conservation organisations that strives to conserve birds, their habitats and global biodiversity, working with people towards sustainability in the use of natural resources.
- FishBase Information and Research Group, Inc.
The FishBase Information and Research Group, Inc. (FIN) is a domestic non-stock, non-profit, non-governmental organization established in the Philippines in September 2003. FIN has been created and is backed by the FishBase Consortium, a group of nine international Institutes and Organizations that is providing long-term support for FishBase (www.fishbase.org). The Coordinator of the FishBase Consortium is the Chair of FIN’s Board of Trustees. FIN has full access to the FishBase Programmers and Encoder Team which is hosted in the Philippines.
- Foundation for the Philippine Environment
Established on January 15, 1992, the Foundation for the Philippine Environment is the first and only non-government grant-making institution for the environment in the Philippines. The extent of unmitigated destruction of our natural resources and the increasing environmental concern among Filipinos for environmental protection prompted its establishment. The collective efforts of the Philippine and U.S. non-government agencies and Philippine and U.S. government agencies paved way for the funding of FPE, which is an endowment fund that came through a debt-for-nature swap.
- HARIBON Foundation
Haribon is the Philippines pioneer environmental organization. Haribon practically gave birth to the Philippine environmental movement. Hatched in 1972, the organization, and the individuals it trained and nurtured were instrumental in the formation of other environmental organizations in the country.
The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is one of the 15 regional centers of excellence of the Southeast Asian Ministers of Education Organization (SEAMEO). Founded on 27 November 1966, SEARCA is mandated to strengthen institutional capacities in agricultural and rural development in Southeast Asia through graduate education, short-term training, research, and knowledge exchange. Agricultural competitiveness and natural resource management toward food security and poverty reduction are SEARCA's current priority themes.
- WorldFish Center
An international, non-profit, non-governmental organization working in partnership with a wide range of government and non-governmental agencies at regional, national and local levels in the developing world, and with advanced research institutions worldwide.
WWF-Philippines has been working as a national organization of the WWF network since 1997. As the 26th national organization in the WWF network, WWF-Philippines successfully implemented various conservation projects to help protect the biological richness of some of the most biologically-significant ecosystems in Asia.
- University of the Philippines Los Baños - College of Forestry and Natural Resources

The University of the Philippines Marine Science Institute (UPMSI) was originally established as the Marine Sciences Center (MSC) with the approval of its charter by the Board of Regents on 28 March 1974. MSC served as the University's coordinating base for marine research. With its transformation into an institute on 23 April 1985, UPMSI began offering graduate programs. It is now tasked to pursue research, teaching, and extension work in marine biology, marine chemistry, physical oceanography, marine geology, and related disciplines.
